- France: includes Corsica and Monaco.
- Great Britain and Northern Ireland: includes England, Scotland, Wales, Northern Ireland, Guernsey, Jersey, Alderney, Sark, and Isle of Man.
- Indonesia: includes East Timor.
- Marshall Islands and Micronesia: Under agreements negotiated by the United States government with the Republic of the Marshall Islands and the Federated States of Micronesia, mail destined to those two countries now use the international rate schedules.
- Netherlands Antilles: includes Bonaire, Curacao, Saba, Saint Eustatius, and Saint Maarten.
- New Zealand: includes Cook Islands and Niue.
- Portugal: includes Azores and Madeira Islands.
- Somalia: all mail services are currently suspended.
- Spain: includes Canary Islands.
